but it's actually an abbreviated form of "the blood is the covenant is thicker than the water of the womb"
which means that the group you choose is more important than your birth family
(though on closer inspection the people who originated that claim have no sources for it and one is a messianic rabbi so this appears to actually be weird Christian propaganda)
