If your cyberpunk "dystopia" has the central conceit that the average guy can easily get a shotgun arm implant that puts them on par in firepower with the cops, that's an utopia
Cyberpunk tries to get away with making this horrifying by asking if you're still "human", which doesn't mean anything whatsoever. Meatpunk - in the vein of Cruelty Squad - offers the same trappings (what if you had Shotgun Arm) but asks a scarier question: what if that made your flesh company property? (The horror offered, specifically, by Cruelty Squad, is that the answer is "Yes", and there's no rolling it back)
