something i've never understood and haven't been able to find info on: cuba, vietnam, laos, china, and north korea are all one-party states, with the latter two having minor parties under the direction of the main party, but the wikipedia infoboxes say there are independents in the legislatures of all five states. who are these guys? how can you legislate in a one-party state without being in that party?
