@SophiaSurname It's like. It's an educational kids pbs show about teaching kids words that had some SNL writers and thus was occasionally way funnier then it had any right to be. Imagine "what if we made a Powerpuff girls knock off that wasn't nearly as funny but was educational, but wasn't like. Bad. Just not as good"

@SophiaSurname almost certainly. He's a mad scientist who got his brain merged with that of a mouse. The joke is that the mouse is evil and he's relatively normal, so he only does mouse related crimes
