@SophiaSurname first in the "who is this" row is from a pbs kids educational show called wordgirl, it's Dr two brains, I know this cause my siblings loved that show
Second is lady luck from dicey dungeons and game that whips ass and so does she
Third is from the Rapunzel tv show Disney made, which was supposedly much better then it had any right to be; she's Cassandra, the secondary protagonist
fourth is from infinity train which is a 10/10 good show, go watch it

@SophiaSurname It's like. It's an educational kids pbs show about teaching kids words that had some SNL writers and thus was occasionally way funnier then it had any right to be. Imagine "what if we made a Powerpuff girls knock off that wasn't nearly as funny but was educational, but wasn't like. Bad. Just not as good"

@SophiaSurname almost certainly. He's a mad scientist who got his brain merged with that of a mouse. The joke is that the mouse is evil and he's relatively normal, so he only does mouse related crimes
